Electronic vouchers & Humanitarian response

This paper presents Oxfam in Kenya’s experience with the e-voucher system as a
market-based approach for the distribution of WASH (Water, Sanitation and
Hygiene) non-food items and dignity kits in communities affected by
humanitarian crisis. The paper highlights a comparative cost analysis of the in-kind versus e-voucher distribution. Findings suggest that e-voucher distribution
is an effective, dignified, and context-appropriate mode of delivering WASH non-food items in humanitarian settings. Feedback from the communities shows
levels of satisfaction with the model, improved access to WASH NFIs at their
convenience, and enhanced well-being. Some of the challenges encountered
under the e-voucher are network connectivity, and issues with tracking
beneficiaries who are displaced or move voluntarily. Overall, the paper shows
how e-vouchers have reduced operation costs and improved efficiency as well
as enhance community engagement and empowerment.
